The History of HC-SNAP


Over the last several years, many discussions had taken place between the parks visitors, locals and organizations about starting a "Friends" Group for Hill Country S.N.A.. Even a few meetings had taken place to try and start a group. But, for one reason or another they failed to get the fire started.

Lonestar Legacy 2001, a group from the Bandera Convention and Visitors Bureau, some Trail-riders known as the Badlands Trail-riders of South Texas, some Volunteer Park Rangers, the Park Ranger and a few others were sitting around listening to Frank Cadena tell his story's. The idea of was brought up of having a large event in 2002 in conjunction with the Lonestar Legacy Weekend promoted by the state. A trail ride, area celebrity's, a dance, and whatever else could be coordinated in a year. We all agreed it would take some organization and time. Over the next few months, many phone calls took place to Texas Parks and Wildlife in Austin, Hill Country SNA, Bandera and surrounding areas to determine the criteria needed to put on such an event according to state guidelines.

In January a phone call took place between Patricia Moore with the Bandera Convention and Visitors Bureau and Louis Upton with Badlands Trail-riders, also the Volunteer Ranger coordinator to schedule a core group meeting. That meeting took place on the 23rd of February, 2002 at the Trail Head Equestrian Camp, site # 217 at 12:30 p.m.. The original core group present at that meeting where:

Louis Upton

Teddi Young

Elizabeth and Derrell Cox

David Custer and Family

Patricia Moore

Carey Poe

These original seven, discussed the need for this group, the guidelines of the Parks and Wildlife Foundation to establish such a group, and the dedication it would take to make it work, and not fail like the previous attempts had. The original name chosen was "Friends of Hill Country". Which was change later in the next week due to a concern of confusion with another group in Bandera.

Thursday, March 21st, 2002 was set as a tentative date for a organizational meeting at the Hill Country SNA Group Lodge providing a representative from the Park and Texas Parks and Wildlife could be in attendance to discuss formation of the group.

Phone calls were made on that following Monday to Nancy Livengood to coordinate with Austin. The date was confirmed with Kevin Good, with the State Parks Division of TPWD.

Phone calls, e-mails and letters were sent to all those that we thought would be interested in attending this meeting. Trailriders, Bicyclist, Hikers, local Business owners were contacted to participate.

March 21, 2002 the meeting was called to order. Nancy Livengood presented Kevin Good to explain what was involved in starting and maintaining a Friends / Partners group within the TPWD guidelines, Tax Exemption status through the Parks and Wildlife Foundation, and answered the groups questions as far as time tables. Kevin explained that the time table was on us, we could go as fast or as slow as we needed.

After Kevin was completed, the group present, decided to go ahead and select officers and board members so we could move forward. Louis Upton had taken the position as Chairman and proceeded with nominations.

First position was President, this needed to be chosen to see who would finish the meeting. Roger Raser nominated Louis Upton as President, with the opinion that he was one of the original core group that set up the meeting, and the fact he had already taken control of the meeting. The second came from Patricia Moore, I believe. All present voted to except the nomination. The first President then started nominating staff, with the guidance of several present. Roger Raser and Carrie Poe were very knowledgeable on Parliamentary procedure.

Carrie Poe was nominated as Vice President - she accepted and the nomination carried.

Patricia Moore was nominated as Secretary - she also accepted and the nomination carried.

Linda Taylor was nominated as Treasurer - she accepted and the nomination carried.

A discussion was then made regarding the By-Laws draft that had been worked out be the original seven. A motion to accept the original draft was made, 2nd and passed with all in favor.

With that done, we then decided to continue to move forward and select the original board members, they are as follows:

Roger Raser, Ralph Kirchner, Elizabeth Cox, Rose Cadena, and David Custer. All agreed to hold the positions until such time as a general membership meeting would take place.

We also nominated a By-laws committee consisting of Roger Raser, David Custer and Rose Cadena to review and suggest changes to the original draft.

This first meeting lasted about 2 hours and a lot was accomplished in that time.
